You can become an owner of the public debt by purchasing savings bonds and TIPS. Intragovernmental debt is the amount Treasury owes to some federal retirement trust funds, most importantly the Social Security Trust Fund.
On January 29, 2016, the U.S. debt surpassed $19 trillion. That meant the debt-to-GDP ratio was 106 percent since 2015 GDP was $17.9 trillion. But the public debt was a more moderate $13.7 trillion. That made the public debt-to-GDP ratio a safe 76 percent. According to the World Bank, the tipping point is 77 percent.
