Based on NFL Records, the most penalties in a game is 22 which is held by 3 teams Brooklyn (against Green Bay on September 17, 1944), Chicago Bears (against Philadelphia on November 26, 1944), and San Francisco (against Buffalo on October 4, 1998).

According to Shmoop, only 3-4% of high school players get the opportunity to play college football, and those players are not necessarily the most talented or athletically gifted.
