What is the Federal ID number for Penn Foster online college?

An admissions counselor from Penn Foster Career School told us that the school does not have a Federal School Code.

Penn Foster is not authorized under Title IV of the Higher Education Act of 1965 to accept grants, loans and work-study funds from the federal government due to its open enrollment status. To qualify as a Title IV institution a college, university, or career school must operate on traditional semesters/trimesters giving students the option of full-time or part-time enrollment.

Penn Foster offers 0% financing and monthly payments as low as $49. It appears that most of its degree, diploma, or certificate programs cost less than $1,000 to complete. Learning materials are included in the price.
