Making the fish swim actually is part of the solution for level 69 of 100 Floors.

First tap the light hanging from the ceiling to make it fall down, then tap the fish.

Once you get the timing right the light will fall on the fish and both will move toward the octopus which is covering the drain, scaring it off of it.

This lets the water drain from the room so that you can use your knife to cut down the seaweed covering the elevator door.

Once the seaweed is removed, the door will slide open and you're on your way to what is the final level of version 1.3 of 100 Floors, level 70.
