Can I get a credit card with a 540 credit score?

Yes, we were able to find several credit cards for which a 540 FICO score was acceptable, or quite a bit more than acceptable:

The JCPenny Credit Card suggests a minimum of a 526 FICO score. It has no annual fee, and the APR is 26.99%.

The PREMIER Forward MasterCard Credit Card has a recommended FICO score of 518. There is a $95 processing fee for this card, and the APR varies, with an average of 15.96%.

The VISA Platinum from Credit One Bank lists a 511 FICO score as the recommended minimum. This card may have as much as a $99 annual fee; read the terms and conditions carefully.
